The production cost of the film was estimated to be between ₹300 crore and ₹500 crore making it one of the most expensive Tamil films ever made. The film was made by KVN Productions in their maiden Tamil film.

The project was originally announced as “Thalapathy 69” as it was Vijay’s 69th film as a lead actor. Later, it was disclosed that the official name is ‘Jana Nayagan’ on the occasion of the Republic Day 2025.
